You could download the front page of a newspaper in PDF form from www.newseum.org they have hundreds of newspapers from almost everywhere, so it’s very possible to find your local newspaper there.
Just drop it into Acrobat which allows the manipulation of PDF content, then use the white-fill text boxes on top of the old ones to mimic the grid and populate it however you want. The important thing for the "Newspaper Look", though, is the type. If you use non-newspaper type, it won’t look like a newspaper, nevermind the grid. Whatever method you decide to use, good luck, it’s a great gift for hubby.
